What Coast Guard credential do I need?
The Operator of Uninspected Passenger Vessels (OUPV) endorsement, the "six-pack", covers boats under 100 gross tons carrying six or fewer passengers. Make sure the route covers the Great Lakes: a near-coastal OUPV includes them, an inland-waters endorsement doesn't, and a Great Lakes and inland endorsement needs 12 months of service on Great Lakes or inland waters, at least 3 of them operating on the Great Lakes. Carrying more than six passengers, at least one for hire, takes an inspected small passenger vessel and the officer endorsement its Certificate of Inspection requires. Your Merchant Mariner Credential is good for five years; renewing it includes a drug test. Coast Guard rules require random drug-testing programs covering credentialed crew on uninspected vessels, and allow them to be run through a sponsoring organization (consortium).
What does Ohio require?
A Lake Erie fishing guide license from the ODNR Division of Wildlife. The fee is $50. Licenses expire every April 15. Boat guides send a copy of their Coast Guard credential with the application. Guide boats show ODNR's decal. We haven't re-checked this since . See ODNR, Lake Erie Fishing Guide License Application Information (Applying for 2026, r0326) for the current rule. If you hold a guide license in another state, Ohio can issue you an Ohio license under Chapter 4796. The application has a box to be listed publicly; tick it if you want to appear on ODNR's list.
What does Pennsylvania require?
A PFBC charter boat/fishing guide permit for business on Pennsylvania waters, including Lake Erie. It costs $101.97 resident / $401.97 non-resident a year (includes a $1.00 issuing agent fee and a $0.97 transaction fee). It expires December 31 each year. You'll need liability (or P&I) insurance, CPR and first aid certification, and a boating safety certificate or Coast Guard license if you use a boat.
What about New York and Michigan?
New York doesn't require a DEC guide license for people operating or assisting on a Coast Guard-licensed passenger vessel for hire on the Great Lakes. Michigan requires every charter boat fishing its waters to report catch and effort. Guiding on the Detroit River also takes Michigan's sport fishing guide license.
What else should I plan for?
Insurance (talk to an agent who covers charter operations), a written trip confirmation and cancellation policy, a safety briefing for every trip, and honest advertising of what you offer. The Captain's Kit covers each of these, with printable templates.
